comment The expression (nišī) ṣalmāt qaqqadi is a poetic term referring to mankind as a totality, created by the gods and kept in safe by the kings. The Sum. formulation (sag̃ gi6-ga, see below) is quite rare, and its Akk. correspondence is philologically difficult, i.e. plur. fem. adj. in status constructus as nomen regens (von Soden, JNES 19, 163f.). The literal meaning ('(those whose) head is black' bahuvrihi) likewise poses a problem because the reference to black hair is without any parallel in Akk.
